By default staffs align to the left page margin. The first staff on a page aligns to the top page margin or to the page's header if it exists. If there is sufficient room for another staff on a page, the following staff will be placed below the first one using a distance between them set in the Staff Borders dialog, otherwise it moves to the next page.
When you place boxes on a page containing staffs, position and formatting of staffs may change according to the box's wrap property, which you set in the Format Box dialog.
Turning the wrap feature off allows staffs and box to overlap. Use this setting e.g. to make a graphic in an OLE box appear within a staff. You can turn the wrap feature on to align a staff next to a box:
